Human Resources, Training, and Labor Relations Managers and Specialists, Human resources managers plan, organize, direct, control and evaluate the operations of human resources and personnel departments, and develop and implement policies, programs and procedures regarding human resource planning, recruitment, collective bargaining, training and development, occupation classification and pay and benefit administration. They represent management and participate actively on various joint committees to maintain ongoing relations between management and employees. Human resources managers are employed throughout the private and public sectors.
As a dedicated (seasonal or career-hopeful, entrant or novice) Human resources manager you perform some or all of the following duties:
- Plan, organize, direct, control and evaluate the operations of human resources or personnel departments
- Plan human resource requirements in conjunction with other departmental managers
- Co-ordinate internal and external training and recruitment activities
- Develop and implement labor relations policies and procedures and negotiate collective agreements
- Administer employee development, language training and health and safety programs
- Advise and assist other departmental managers on interpretation and administration of personnel policies and programs
- Oversee the classification and rating of occupations
- Organize and conduct employee information meetings on employment policy, benefits and compensation and participate actively on various joint committees
- Direct the organization's quality management program
- Ensure compliance with legislation such as the Pay Equity Act.
Although some jobs in the human resources field require only limited contact with people outside the office, dealing with people is an essential part of the job.
In a small organization, a human resources generalist may handle all aspects of human resources work, and thus require a broad range of knowledge. The responsibilities of human resources generalists can vary widely, depending on their employer's needs. In a large corporation, the top human resources executive usually develops and coordinates personnel programs and policies.
Although most human resources, training, and labor relations managers and specialists work in the office, some travel extensively. The abundant supply of qualified college graduates and experienced workers should create keen competition for jobs. Overall employment of human resources, training, and labor relations managers and specialists is expected to grow faster than the average for all occupations through 2012. In addition to openings due to growth, many job openings will arise from the need to replace workers who transfer to other occupations or leave the labor force.

For job-postings and current openings, job-boards, professional staffing firms and career advisory services, as well as company websites and internal career sections specifically can provide you a good place to start.
A bachelor's degree in a field related to personnel management, such as business administration, industrial relations, commerce or psychology and completion of a professional development program in personnel administration is required. Several years of experience as a personnel officer or human resource specialist are required. Progression to senior management positions is possible with experience. Other joint committees led by human resources managers may focus on issues such as alcohol or drug addiction. They are considered `specialists' and managers of people or `Human Resources' for organizations and institutions.
Specialist certificates, professional designations and/or post-graduate studies will give you a slight edge still in these professional roles managing the most important assets to businesses, namely people!
